Unlocked phones

    I have seen with Google's Nexus and other phones that they come "unlocked".
    1. I being "unlocked" the same as not being connected to any particular cellular carrier?
    2. If this does mean it is not connected, then how do you get it on a service and how can you tell if a carrier (such as Verizon) could be used with the phone (like the Google Nexus 4)?
    I don't currently have a smart phone and I know that usually unlocked phones cost more than carrier-subsidized phones but then you are limited to their offerings.
